Payments to Nursing Homes...

Does anyone know what the normal circumstances are; payment in arrears or in advance? The bulk of Mum's fees are paid by the NHS but her pension makes up the rest.
The home has just decided that payment will from now on be in advance rather than in arrears, as it has been in the past.
I guess I am just a bit outraged that there has been no consultation, just a letter issued 19th May stating that they want a payment 1st June for the calendar month June to July. And of course they have just had a cheque on 1st of June already...
Maybe I am just being grumpy and unreasonable.
