What's the car with the large plain white vertical wing (and what's the technical name for that?)

The "nice working place" looks more like a very scary working place; "Hat keine Bremse" means "Has no brakes"

That's the Dome (pronounced Dough-may I understand). The technical name is the dorsal I believe (so noth that technical) It is supposed to channel air over the rear wing to help keep it on the ground.

The delta wing hit a curb a bit hard during qualifying and I think it set off the extinguisher or caused some electrical problems so it stopped on track.
