The controls aren’t gear driven (not on the 500 anyway) they are driven by servos and motors. The temp control knob on the panel controls a servo motor under the dash behind the glove-box and this motor, in turn, opens and closes the water valve in the heater water flow pipes. The problem is that the valve slips out of alignment and so hot water can continually bypass the valve giving the warm or very hot settings we are all familiar with. If you look underneath the glove-box (in fact take it out to make it easier) you should see that the valve is like a gas tap and has a white blob of paint in the cold (i.e. off) position. There is also a grub screw which loosens the valve on the spindle. Just turn the heater control knob on the panel to cold settings and then make sure the blob is aligned and the valve is turned off. Re-tighten the grub screw and test by turning the control from cold to hot and back and watch to see the valve opens and closes properly. If you do this you will get cold air, trust me! Rich... p.s. Always had this prob on mine - the switch on the dash turns a motor/servo in the passenger footwell, which pushes a rod to move the heater valve to vary the water flow into the matrix. There are limit switches either end of the full travel of the motor/valve, so when you get to hottest or coldest, the limit switch trips and cuts power to the motor. Mine sticks on hot because the limit switch isn't quite in the right place - too much movement and the rod goes slightly past overcentre, so it can't get back to its correct movement sweep - try pressing the dash switch towards cold, while easing the valve a little with the other hand - it may help the valve to move.
On the plus side, it helps keep the engine cool
On the down side, a pair of deckshoes will only last a couple of hundred miles in hot weather - smell gets unbearable after that

Just to clarify things...
There are 3 motors
1) Heater - this is on the rubber hose under the dash on the passenger side
2) Air direction - attached to the matrix behind the glover
3) Fresh air vs recirc. - next to the battery box
Does that sound right?

Heater one sounds like mine - never had to play with the others tho'. Peeling the carpet down (spray-mounted over the heating pipes) between the top of the transmission tunnel and the drop-down floormat that covers the battery lets you get right in to have a look at it.
I have the dash out of mine so can poke the camera in and take a few pics if you like.. the center console is back in but the ribbon going to the Black Control box ad motors is clearly visible..
