Low RPM hesitation/Missfire

Hi All,
1.8 Mk1. I get a good bit of hesitation and sometimes a miss fire at around 2krpm. After about 3k it seems fine and pulls strongly.
Plugs and leads are new, as well as fuel filter, air filter. Throttle body clean and run a good dose of injector cleaner through it. Can't see any fault codes.
I'm leaning towards the coil pack. Is there anything else I should check that's cheaper?
