The local chavs have started lowering the position of there number plates, like this

They also tend to have the toys hanging from the rear towing eye.
I understand the toy thing is from the drift scene, but what's with the number plates?
I think it looks stupid, as you now have a big blank flat section of your bumper on display, and they snap off the number plates on speed humps.

Well, yes. But as it's a trend I think the OP wants to know what started it because he is interested to understand why so many do it. Um, relocating the number plate like that is usually only done if you then cut the bumper open - usually for air flow for a rad/inter cooler.
On a similar theme I am yet to figure out why people spend good money to have the bumper recesses smoothed and then stick the number plate back on top.

The chaps I know who have smoothed bumpers have magnets behind the bumper and then metal strips on the plates with a fabric backing. The plate stays on with the magnets (keeping it legal for road use) but when at shows and meets can be taken off leaving a nice smooth bumper and no sign of a plate having been there.Nick

k would you do that for. Looks ridiculous.
At least in my day we did it in style, 'Max Power' stickers etc
