Private plate + tax....

If I'm switching a private plate from my old car to a new car, and the new car only has 2 weeks tax remaining, do I have to fill out an "application for tax" form as well (assuming that by the time the DVLA have finished their side the tax would have expired)?

Asking on behalf of a friend who doesn't finish work until 5pm at which the DVLA office closes...hopefully someone here will know the answer otherwise I can try and phone the DVLA tomorrow on his behalf.

(All other forms / documents are being filled in / provided).
