Numpty resizing question...

I know...I'm dense ....How do I resize a standard photo of say 4mb to say 2mb without cropping?

Using Windows 7 but not fussed if I need to download some software. Also have Picasa 3 on the lappy

Change the jpg quality, you can do this in export in picassa but it wont show you the file size so its a bit of a guessing game.
