What constitutes an effective Police force?

I thought of this in response to Street
's replies re each county's performance.
In an ideal world, it is where the following happens :-
1.Serious crimes dealt with seriously
2.Petty crimes dealt with pettitily (is there such a word)
3.The public and police have a good relationship and cooperate to bring scrotes to justice.
4.CPS see things from both sides and meter out the correct sentence every time
5.AND...............speed camera's are only placed in area's where there is a high potential of/or actual record of serious accidents.
6. All cops are really nice to ordinary people ALL the time

So how do we think we are doing here in the good old United Kingdom?
