Low Emission Zone (LEZ) in Europe?

What are they all about then?
They were mentioned in my AA Euro driving guide, with a link to; http://www.lowemissionzones.eu/
The website isn't particularly clear to me. I think the main focus is on diesel vans and trucks, but it also mentions petrol cars.
All I really want to know is can I drive my dirty big V8 anywhere in Europe, or do I have to now avoid some LEZ areas?

It's Euro I emissions standards for petrol vehicles - which were introduced in 1992.
As far as I can tell the V8 was retired because it couldn't meet the Euro III standard, which came in in 2000, which sort of suggests that it was Euro II compliant.

So the old Rover V8 in my Chim will be Euro I compliant?
Can I just drive anywhere in Europe then? I hope so.
