best country for a petrolhead ??

i used to think it was the USA, but i'm not so sure anymore.., petrol may be cheap but there are so many regulations.. you can't import a foreign car unless its atleast 25 years old.. i can name MANY full-on AWESOME cars that wern't sold in the USA within 25 years, that includes TVR's, pagani zondas (not like i can afford one and take it over but just seeing one drive past fulfills a petrolhead-related satisfaction), focus RS, a whole LOAD of JDM cars, loads of hot hatches.. that is a BIG minus... and then there the whole safety malarkey thats stops some sports cars from getting approval.. oh, and its a pretty big, thats a bad thing for a petrol head
the UK, unlike the USA, the petrol is expensive, insurance too, but also unlike USA, there is no import cap so you can import pretty much anything and register it as long as it complies to a few things, but as a petrol head, thats awesome.. and the fact its a small country, so all the major race tracks for tracks days are hours (not days) away from each other.. and you get to see loads of awesome cars on arab number plates in london during the summer..
then theres Germany, i'm not really sure what the import rules and etc, but they have the famous nurburgring, hockenheim .. the autobahns, petrol is expensive like the UK though..
any other suggestions ?

Costs excepted, the UK is pretty good. Once you get away from centres of population speed limits are fairly loosely enforced and our country roads are awesome. There is also still, depite the number of numbskulls out there, still a love for driving here unlike many other countries; I think a lot more Brits see their car as more than a method of transport than in any other country. Sure it's flawed, but it's still pretty damn good in the grand scheme of things.
From my rather limited experience I'd say the UK. Aside from the costs of things, which like any hobby if you are very interested in can build up it's not too bad. Plus it's not exactly difficult to take a ferry/eurotunnel to the continent and have fun there either. I also had ideas of the US being good but some of the laws there are downright draconian, I imagine the variety of terrain there to be pretty fun though.
Portugal. Hardly any speed cameras, and all the fixed ones are clearly marked in advance.
If you get caught speeding its no big deal... I got caught doing a little over double the speed limit on the motorway and got a 500 euro fine, no points, bans, arrests or court appearances. I've been caught loads of times, always 120 - 500 euro fines paid on the spot.

UK is actually very good, you can modify things on standard cars.
You can import anything and register provided it makes the basic safety standards.
You can even make cars by hand to your own design and register, subject to the above.
Some European countries you change anything and you cannot keep road certification....

It's the costs that mean I can't drive for the forseeable future. Costs are heavily dependant on age and income because the cars that can be had for less than a weekend in the sun are truly mind-blowing, but running costs can easily see you on the loser cruiser if you are too young or too broke. Roads are also great if compared to other so-called European countries.
