Speed Camera question

Has anyone seen those blue cameras? They are not that visible, just blue in colour. No road markings either. Are those speed cameras? Saw one flashing today?!

I'd say they are traffic cameras, put there to monitor traffic flow but, you say it flashed? Perhaps best post in SP&L.
