11 mph speed Limit

Was driving along the M62 yesterday, and going east from the Leeds area, they have a long, long section of roadworks with a temporary 50mph speed limit. The hard shoulder is coned off for the contractors to use as an access road. The speed limit for the contractors is, get this, 11 mph. Not 10mph or 15, but 11.


Any PHers know what the idea behind such a strange figure for a speed limit is??

IIRC it has been answered before but most speedos do not register below 10mph so 11 is the lowest speed that can be shown on the speedo.

On the M6 between J8 & 6, contractors have recently started works to "upgrade to managed motorways".

The site speed limit along that section is 8

And the daft thing is that M6 J10A - 8 was "upgraded" (finishing last year), and every morning just like every other morning since 1985 it is still stacked up between J10A - 8.

Experience shows that it's mostly due to people ignoring the "Congestion. Use Hard Shoulder" instruction.

Suits me fine. Leaves a nice empty hard shoulder for me to cruise up.
