It may reduce the number of duplicate threads.
There are two about the active, accessible OBD ports in BMWs and how that's led to 300 getting taken since March. In that case two threads may have been beneficial as one kept largely to the point even if it didn't stop people boldy posting without reading the previous seven pages. The other thread seems to have become about retribution and rehabilitation.
The phrase doesn't irk me, but perhaps it a bracketed tagline like (PHers have beaten us to this story already, again)
Just view it like a handy road sign?
