Was it not the Pinto that Ford decided that it would be cheaper to pay the compensation than to recall them due to the dangerous fuel tank location? So probably safer than a standard one.

There isn't an MOT as far as I know.. I think certain states require an emissions test and that's about it?

Ah, but if you provide a bill for tuning work the car is then exempt for emissions controls

As I stated prior to your post you're required to have a vehicle 'Inspection' which is carried out in Texas by the Department of Transport.
