Is it acceptable to do a burnout on a public road?

...as the title says, I saw somebody today sitting at a set of lights in a RWD roadster and as soon as they went green the rear tyres lit up Smokey and the Bandit style, lots of smoke, did look like fun TBH!

What are peoples thoughts on this? Could it be seen as dangerous driving?

Well it's acceptable to do 80 on the motorway to most people (I'd assume), that isn't legal so to answer the question, I don't know.
