A little disk with the owner's address would do the job more easily.

If only such a device had been invented... you could just read it without needing a smartphone/computer/broadband internet connection!

Yes indeed but this is something which provides a lot more information including any medical problems the dog might have. The downside would be in terms of a theft of course, the same as a name tag.
