The front wing isn't structural so can be ignored if you like. To repair it's easier to just replace the wing.
The rear arch doesn't look too bad yet so you might be lucky and get away with a rub down & wire brush to get rid of the rust and a rust treatment. That would at least put it off for a while unless you find that once you start rubbing you find there isn't much metal left under there...

ball park based on my recent experience would be £2-300 (depending on finish) for the rear sill. as Lazza says best to replace the front wing. I sold some 2nd hand mk2 front wings at £25 each so i would guess you can get mk1 wings for similar. they just bolt on. Probably looking at about £100- 150 to get it sprayed profesionally or you could have a bash yourself (with varying results)
