High pitched whine

Sometimes while at home, I can hear a very high pitched whine - likely something electrical on the fritz.
The problem is I just can't get the direction or distance - it's like it's coming from all directions. Oddly, it's more noticeable when it stops - blessed silence.
I've tried switching off everything electrical and switching them back on again, one at a time with no joy. I think it's because the whine is intermittent.
Anyone have any bright ideas how I trace it?

ETA. I'm mid-terrace so it may be a neighbour. scratchchin

Dimmer switch?
Transformer in alarm clock you didn't want to switch off because you'd loose the time?
House alarm?
TV signal amplifier in the loft?
Flouresent lights or CFL "light" bulbs?
Something phone line related?

Sorry to be pedantic but £40k is hardly a lot of money for a salary.

We have the exact same problem in our area - all houses built at the same time with the same boiler.

The noise is a constant high pitch fixed frequncy - often for an hour at a time.

The noise inside the problem house is worse than outside. I asked a neighbour who had the problem and he wasn't able to use the boiler and remain in the same room.

The local plumber says he's fixed loads and also swapped out many houses for a new combi boiler.

Could it be a similar issue with a boiler or electrical circuit ?

I had a similar thing and it was the laptop charger - My OH kept leaving it plugged in and switched on with the lid shut.
