Number Plates

Hello,
Im hoping someone might be able to help or point me in the direction of someone that can. I want to buy a personalised plate however the ones I would like are already owned by someone. Is there a way of getting the info of the person that owns the plate and seeing if they want to sell it? A quick check shows they are on cars (C2CET, M3CET, CTM3)
Or is just a simple case of waiting to see if they ever come up on a plate website? (Ive been waiting years already)

Bad news first, I seriously doubt you'll be able to find the owners of the plates listed.

Good news, I would be fairly sure hat reverse CET was never issued. So 1-999 CET can be released by DVLA on request.
1-4 have already been released but all the rest should be available.
