VW Transporter T3 1.6TD problem

Greetings,
I have some problems with my T3, and I would be happy to hear Your opinions.
The symptoms:
- car is running rough between 1200-2000rpm. When the boost comes in, it gets smooth(er). No excessive smoke, power is there, idle is smooth, starts on the buttom.
Soo far:
- checked the high pressure pump - ok.
- injectors checked - all ok.
- fuel filter replaced.
- turbo checked - ok.
- valve/injection timing checked, belt replaced.
- camshaft shows no sign of wear.

Old skool system? sounds like a sticky injector, they have a break off pressure around 260-280psi I think when working correctly, sounds like one might be up the duff.
ETA: One trick worth trying, pop the injectors out of the head & clean the nozzles up, had something similar on a couple of VAG Tdi's & cleaning the coked up nozzles cured them.

Run the same engine in a mk2GTD, could be a leak in a fuel line or injector hard line? Getting air into the system. My idle was lumpy and there was a leak at the top of one injector.
Possible coolant into the combustion chambers?
Bit more info, does it do it cold, warm or any specific conditions? Was it ok before and changed?
What figure is the pump timed to? (using a dial gauge in the bolt hole between the injector bosses on the right of the pump) 1.00mm is standard but these are all a bit old and loose now so a bit more timing often helps, around 1.03-1.05mm
