Carbon fibre discs for brake cooling that attach to the wheels, I'll see if I can find some links with pictures. The later rally cars has them.
That looks like an Evo 2 by the seats but they're easily switched.

Yeah I think that's why people put them on the road going versions, to look more like the WRC cars. I don't think they're really required on a road car, the brakes on my old integrale were really powerful and never showed any hint of fading, even hammering them around windy mountain roads.
