Is it possible to have a set up where you can trailer a boat behind a car to a river side for instance and then trailer the car behind the boat on said river?

Not on the high seas or fast river, more like a lake or river crossing if your driving across a continent which means the car is probably going to be land cruiser size.

Inflatable rib kind of thing?

Yes it is possible. A rigid boat could be towed with a car in the boat. Would need to be flat top and pretty sturdy boat to hold a ton+ of car. It is certainly possible and I have seen it done. You need a specialist boat.

so what you want is a trailer that can carry the boat on the road and turns into a trailer for your boat to carry a car.

Or do you want a trailer thats a boat that can carry a car on water.

Seems awefully complicated way of travelling towing a boat then towing/carrying the car- why? :-)
