A student has been fined £80 for watching a television on his dashboard as he drove in Coventry city centre.
Divish Kumar Patel, 22, was stopped in January by astonished police, who found he was watching a video tape on a VHS machine connected to the television.
Magistrates in the city fined Mr Patel, who is from Preston, after he admitted driving while a screen was visible.
Penalty points cannot be issued for the offence, which the engineering student had committed before.
He was fined £30 and cautioned by police after he was seen watching television while driving in Ansty Road in January.
None of the magistrates hearing the Coventry University student's case on Friday had dealt with such a matter before and the court clerk had to check legal books to decide an appropriate fine.
Mr Patel was also ordered to pay £43 in costs and had the television and video recorder confiscated.
And the penalty for using a mobile phone or driving 5mph over the limit is..................?
This is scandelous, especially as it is a second offence.
What about charges of "undue care & attention"; "not being in control of vehicle", "careless driving" "dangerous driving"??
Ach! I get it - he was not speeding cos he was watching the telly!
Well - that makes it alright then - if he was driving at 30mph in 30mph zone (or 40 mph in 40 mph zone) he could not possibly hurt anyone!

I work in a predominantly Asian part of the city and a colleague of mine was recently given a parking ticket, and asked the warden why she wasn't ticketing the other cars.
He was told that they didn't bother ticketing cars with Asian drivers (flags, emblems on rear view mirror are a give away), as they wouldn't ever pay the fine, and would just waste court time if it ever got that far.
Our local magistrates are equally lenient on the scum, uninsured, unemployed fathers of 10 illegitimate children, in handing out minimal fines for major offenses.
They seem to have no qualms about handing out £700 and six points to a 60 year old company director for 96 on an empty M69. Go figure.
