That's the one in Romania that Top Gear went to?

That one, yes. About 100 miles long but only the northern 30ish miles are as shown on TG.

Thats because the way down the other side is the worst road ever - the scenery is still amazing (until the bottom few miles goes back to grim small Romanian towns and I think there's a Dr Oetker factory down there somewhere) but the road surface is like driving over the face of a teenager who's spent the last 45 minutes squeezing out all their spots.

Looked into this a few months back. It's relatively cheap to get a flight over and you can hire an MX5 when you're there

I was going to post or dig out an old topic.

Unfortunately my experience was in quite possibly the slowest coach in the world and only up the Northern side to the start of the tunnel, but I can confirm it is a very spectacular road indeed, the switchbacks are incredible.

However, I'm not sure when and how the Top Gear guys did the trip (suspect some trickery with road closures?!) as it was pretty much a 20-30mph tourist procession, you'd have to go there pretty early in the day or early/late in the season to enjoy it as a challenging driving road or to have any fun.
