Should poor headlight etiquette be punishable?

Not by death but by a fine. This year so far has been the worst I've seen.
No headlights on at night, headlights adjusted too high so they blind you, the typical foglight w
kers (usually chavs who think it looks good...) and last night I saw a Kia driving with what appeared to be mainbeam around town.
All this really gets on my nerves, it can be dangerous too so I would like to see it punishable.
It might already be for all I know but obviously not well enforced if this is the case.

If someone coming towards me doesnt dip their mains, I simply just put mine back on. Might give them a hint to be more courteous in the future, might not.
Never really saw a problem with fog lights being on. Fronts point at the floor so won't blind you. People driving with rear ones on are a pain though.

Last winter I took to doing this, although I realise it's petty. I do more than two-thirds of my 20k miles a year in the hours of darkness and last winter was the worst for it. It used to be the case both cars would dip when they saw the light cast around the oncoming bend. That seemed to develop into preparing to switch to dipped, but waiting until you could see the car/headlights before doing so. Now it seems that people are happy to leave them on unless given the full beam back.I want to believe it's just forgetful drivers, but it's that common now that I can't see how it can be. My approach is now to dip my headlights when I see the light cast from around the bend. Wait one second to see if they reciprocate and if not switch back to main beam and leave on until they've dipped theirs.

This one I've never understood. I check my lights every morning (one advantage of keeping the car in a garage) and the majority of the times I've had bulbs blow I've been pulled over that day and given a producer. How do so many people seem to get away with driving day after day without half their lights out? So many people driving around with an ok headlight and then just a sidelight (or nothing!) on the other side.

Yes, I know if I have an incompetent or insecure driver heading towards me, I find the best course of action is to blind them. Or it isn't.
Those are the two options.

Front fogs point straight forward. If they pointed at the floor they'd just be another set of dipped headlights.
Mounted very low down but pointing pretty much directly forwards so you only need to go over a slight crest to point them straight into the eyes of on-coming drivers. Much more likely to dazzle than dipped beams which are mounted higher but point downwards more. kambites said:

This happened to me last Xmas, light must have given out that day, I got stopped and breathalysed. I asked the guy at the time why so many people are able to drive around with one working light and he basically said I was stopped because of the time of year (to be fair it was 11.30pm Xmas eve), the light being out just gave them a reason.The super bright HIDs I always find difficult to look at - some of them seem to be as bright as a normal high beam!

What I don't get is why people always want things doing for them. If something is done for you, it suggests it's a hardship or something that's difficult for the average untrained person to deal with.
But operating headlamps and windscreen wipers? These things should be completely untaxing second nature by the time you pass your test!
I see so many incapable, thick people shuffling around on a daily basis I'm amazed some people's brains can cope with much more than breathing, eating and sleeping.
