That's a nicely designed roof scoop which is clearly aimed at cabin venting. But why add drag on the roof just to get some air into the cabin? There are other non-intrusive ways.
Re engine bay venting/increasing intercooler airflow: I can't recall the model but IMHO Lotus have it right with their engine cover with integrtated air scoop design - it just looks right.

The roof scoop is going to have to be BIG to get enough air to the IC. you are probably takling FORD RS200 size! It would be easier mount the IC higher up and closer to the air inlet (a bit like lotus did). the RMR guys did this with their PM580 pike peak car.

This will add drag though and i think Paul on here said a well design NACA duct and a fast back with give just as much airflow keeping the IC in the stock location.
