Payment for advert? no more 'old guard' privileges?

Just put my wee ad up for my Megane and i've been asked to provide payment?
I was under the impression the old timers didn't have to pay? infact i think i've put one up before without paying?
Error in the new Classfieds or does Garlick need a new flat cap?

You should be ok for a free ad, ignore the payment screen, PH will not charge you!

The advert has been approved and i just need to pay but i can't see a way around the payment screen? any ideas? or have i not been here long enough?
