Hard shoulder driving

While on my way to Reading on Saturday I had the dubious pleasure of using the M3 for a couple of miles, leading northwards to the Bagshot junction. The traffic was pretty much stationary from before where I joined the motorway to beyond where I left it. While sitting in this nose to tail traffic, I notice a volvo trundling up the hard shoulder with his emergency indicators going. As he drove past at least one emergency phone, I can only assume that he was taking a short cut to avoid the traffic.
Question is this...I have his registration number (although it doesn't come up on the AA data check), what should I do?

Well unless he was doing something that looked likely to cause a problem for somebody, I'd forget about it.

It was a civilian car with Mr Numpty and his family on board...
Was only joking tja! Just the way the post read.
Did he carry on out of sight? Did he push back into lane? You can report it to your local BiB if you want, but unless everyone else in the queue complained, CPS wouldn't do a damn thing with it!

Carried on out of sight...
Maybe I was hoping for a BiB to say "give me his reg number and I'll pop round and have a word". Don't expect to have any sort of conviction out of it, just if he had a BiB knocking at the door he'd think twice about doing it again.
The cause of the traffic jam was unknown (probably just weight of traffic) but if it had been an accident then the emergency services would have needed to use the hard shoulder to attend. Meeting him travelling at about 20 miles an hour would not have been good.
