How do I get a better and louder sound out of the TV?

If I am reading the page correctly the items marked 9 has audio out, left and right (probably red and white, yellow for video). You will probably need an adapter cable to connect some PC speakers.
The sockets marked 4 are to allow you to connect a PC, to use the TV as a monitor with sound.

Doesn't look like you have any audio out sockets there only audio in from external sources. Can't see a headphone socket so that only leaves the scart as an output. You can get active amplified speakers with remote control just means you'll have a separate remote to adjust volume levels.
Tv scarts are normally 2 way especially if its a single one. It will have a symbol like a square with a double ended arrow on it showing its wired for input and output. A single ended arrow shows its wired for the signal to go in the direction of the arrow. Normally these are found on vcr and dvd recorders.
Ahhhhhh just looking at the pic again its got one of these new compact scart adaptor sockets so going to be a messy lot of connections but might be still wired both ways.
I have fitted microphone pickups that stuck onto the speakers but that was for hard of hearing units, same connections though but be mono sound. Was quite a few years ago mind you.

NO It's not as it clearly states to connect to the audio output sockets of an external deviceYou are confusing it with one not built to the tightest budget ever seen

Effectively if it had a normal scart he could use ascart breakout lead thing I could even post him one have a box full of old stuff like that i try to filter out on e bay BUT his scart is as someone commentated one of the newer mini adapter type sockets - possibly somethjing similar to what is on my samsung Telly
