Streetcop! And anyone else in the know... Question

My friendly postman knocked on the door the other day, with a recorded delivery letter. It turned out to be a NIP! LOL
However, here's the facts: the car in question is contract hired; my house doesn't have a number, only a name, but the contract hire co's software for customer details insists on a number, so unbeknown to me their little admin girl put No 1 as my house number LOL. Consequently, when the hire co got the first NIP (which they didn't tell me about) and returned it, giving my details, they inadvertantly gave the central ticket office the wrong address; so I think a NIP may have been sent out before, that I haven't seen; then they have resent it by recorded (still to the wrong address, but someone has obviously pointed the postman in the right direction)!
Now, the problem is this, the date of the alleged offence (speed cam apparently - I suspect mobile) was nearly three months ago and when I read the date of it, it rang a bell... checking my diary, I found that on this particular day, I was working on a corporate track event at Goodwood Circuit, 270 miles away from the place in North Wales where the alleged offence took place! It can of course be verified by colleagues and clients that I was at the track and therefore not at the scene of the offence. As for the car... well I use different cars and had gone to Goodwood that weekend in something else, leaving the car the NIP relates to parked up somewhere, and as it is three months ago, I can't remember where I left it (I have a rough idea, but it makes little difference, as I have no idea who borrowed it!)... and of course no one I ask is owning up to it!
I intend to return the NIP to them not filled in and unsigned but with a covering (without prejudice) letter explaining the above and offering proof of my whereabouts at the time. The reason for not filling in / signing the NIP being that it states that if I am unable to provide details of the actual driver, I could end up getting the same penalties that are usually related with the offence! And I'm signing nothing that might be used against me, I'm buggered if I am paying a fine or getting points for something I didn't do!

How silly of you to leave the keys on a hook and all of you to use any car. It always leads to problems like this.
Send them a list of multiple drivers and let them investigate for themselves. If you can name enough people and play ping pong for another three months and twenty eight days, everyone is in the clear IIRC
You will probably come under a fair bit of pressure, misinformation and in some cases downright lies. The scameraships need your £60 donation to stay in business

Do as you say re writing a letter explaining the circumstances as you outline. Also add the fact that you are concerned as an unknown to you may have been the driver or the fact that a cloned number plate is involved and ask for a photograph in an effort to assist in finding the driver/confirming cloned VRM.
Very similar scenario on here some three months ago? when person could prove he was elsewhere at the time of an alleged offence. After writing in with the details there was NFA.

Interesting! By the time I reply to the first NIP, four months will have gone anyway! Then I presume they will have to write back asking me to provide the proof of where I was and another two months could easily pass by the time I have tracked down my witnesses and acquired their statements in writing, confirming my location at the time, then with my busy schedule, by the time I have sent in my proof with another covering letter the 6 months + 28 days will be up!
