Why so many road closures: M4, M25, A329, A322

All I wanted to do was go M40west, M25south, A322 to Woking, yet even all the other roads I had to use due to closures were closed too!
So after the funeral today I head off home (Woking, Surrey) in the evening from Acton West London taking the A40 west, joining the M40 west to then take the M25 south.
Nope both slip roads for M25 north and south closed so I'm still heading west along the M40 to Oxford. I pass junctions 2 and 3 and pull off at 4 taking A404 towards Maidenhead to pick up the M4 with the plan to take the A329M to Bracknell.
Pull off M4, slip road branches for A329 Bracknell or Reading, oh dear A329 Bracknell closed so I follow round to Reading. Eventually find my way some how onto A329M towards Bracknell. Better, now to pick up the A322. Blow away a few cars off the lights and round some wet corners to come to the roundabout junction of A332/A322 where I want to go straight on on A322 towards M3 junction 3.
Oh dear, road ahead on A322 closed and I rapidly ran out of road and grip ( as i anticipated driving 'straight' across roundabout) as I had to double back round the roundabout to pick up the A332 whilst going sideways round it for about 270 deg at 40mph!
Head off towards Windsor/Ascot on A332 and eventually get home via A30.
I could have been home in 25mins but they closed just about every road option I needed!!

"Yeah, last night was odd. Was coming back from Marlow to Colnbrook. Left Marlow, down the A404M to the M4 J4. Wanted to go London bound but the slip road down to the M4 was closed so went through Windsor and got on the M4 at J 7. Signs then saying that the M4 was closed from J3 onwards - didn't care as was going on the M25 South so no prob. Got to the M25 and wanted to go south and with no warning they coned it off forcing to go north up the M25 to the M40 so would have had to go to beaconsfield to turn around!!!! More or less where had just come from.
I'm afraid thought bugger this and made way through the cones, nothing going on, made my way onto the M25 and home. Most odd .... though did have to explain to the guy putting cones down why was coming through."

Same in N Wales on A5 near Chirk. OK in the day, no warning signs then but in evnthis trunk road totally closed for 2 miles. With chaos on the lanes around as drivers tried to find way round inadequately signposted diversions.
Seems there may be politically inspired instructions from DfT so that when roadworks are needed just close the roads willynilly. They always used to make every effort to keep them open and plan diversions carefully.
