Police camera van on M3 ?

About 7:30 last night on a bridge between Basingstoke and Winchester. All white with a side window but when close enought to read it was sign-written with Roads Policing Unit and (I think) Support Tender.
Didn't see a camera but the darkened window looked suspicious.
No other BiB vehicles around.
Any idea if it was ANPR, speeding or nothing in particular?
