Young Driver Car Hire ITALY

Has anyone any experience of renting a car in Italy for young drivers? Seem to be getting some mental quotes (£400 for a panda for 5 days!) There is one guy at 25 and three at 24, idealy we want two drivers.

There is 4 of us going to Milan at the end of next month with the intention of going to garda, modena and mayeb Piza.

Any recomendations welcome!
