Get a bit of paper, hold it up to the exhaust and see if it's water vapour or oil. Water vapour can be condensation, if it's the latter then one of your turbo seals is probably on the way out. Very common on the front turbo, and easy enough fix (or just ignore it until your next service if it's not that bad).

Once the turbo warms it it seems to seal better generally, hence often you only get smoke from cold. Another way to tell which I've always used is when warm leave it idling, turn it off, wait about a minute and then start again. If you get blue smoke then it's the turbo (well, has been on the Noble and Quattro every time).J
