pc to tv vga cable

Hey guys ive just bought a vga to vga cable, when my laptop is on battery the picture on my tv is streaky as though someone had rubbed the picture to the right slightly, kind of like a white shadow, its not the worst thing in the world but a bit distracting.
When i plug my laptop charger in there is massive interference on the tv and it seems pointless to even use it when it is like this.
Is there some setting i need to change on my computer or anything? Im running windows 7

Have you checked that the laptop is set to output in a suitable format for the TV (horizontal / vertical timing esp.)?
Check the configuration options on the TV, or is there an auto sync your can run?
Is it a long VGA cable? The signals can distort if the cable is coiled or runs near power or (possibly) speaker cables.
The interference when plugged in - have you tried moving the power supply and cable as far from each other as possible to check for interference? Maybe it's a ground loop effect (not really had any experience of that but plugging the laptop and TV into the same set of sockets should eliminate that risk?)
