It doesn't want to move away from RWD. It wants to move into the mid-premium (and bland - think Golf/A3) small car market and be competitive/profitable. It can only do that with FWD. FWD aswell.

That looks like a good seller to me.
A front wheel drive car has to be a sensible move for a mainstream BMW too. Many A to B drivers just want something that's familiar and works with their lifestyle rather than bothered about the way the car drives.
Fair or not, I know quite a few non-car people who comment on BMW's in snow for instance so the perception of FWD is probably better for many an A to B driver too.
