How easy is it to syphon fuel...

Look underneath the car, many cars filler pipes are attached to the tank with a jubilee clip, undo this (WD40 first) pull off the pipe and syphon directly from the tank.
Or, preferably, remove the tank completely and drain.
Either way it's a dirty, time consuming process, the syphoning alone could take an hour.

Only do this though if its not your car, or your scrapping it.
One of my friends had this done to his Clio twice in a month while it was parked on his drive. Makes me wonder what the do-as-you-likeys collected the petrol in as it drained out of the tank.

I did it to a car i was scrapping with about 20L in it.I just Put a bucket under, then decanted into a fuel can, and used it for the lawn mower.
It was quite scary as it was a metal tank, so one spark, and i would have been toast
