All Weather Bulbs - Dipped, Main or Both?

Hi,
Having got some cheapie H7 bulbs for my XJ I have been thinking about whether they are best placed for dipped or main beams?
The bulbs I refer to are the ones with a yellowish/blueish/purpleish tinge to them dependin on the angle of vision. They are intended to use different light wavelengths to reduce the glare from rain/other inclement weather. Overall the tint is subtle and I'm not talking about chav blue/purple drug dealer bulbs here.
So, my questions are as follows:
1. Are they best on dipped or main beam, or both?
2. Bonus points here - when I first worked doing 500 miles a week in the early 2000s and before, whenever a BMW came up behind then their headlamps always looked like they had some sort of all weather bulb in there with similar slight coloured tinges. What was this? It was on most if not all BMWs at the time.
