Door doesn't open - is this an MOT fail?

Put one of my cars in for MOT today, but just realised that the rear nearside door doesn't open. There's something wrong with the connection between the door handles and the lock, when means it's temperamental. I keep meaning to get it mended, but as the rear seats are never used in that car, it's not been a high priority.
Anyway, question is: If the interior and exterior door handles don't work one one of the rear doors of a saloon car: is that an MOT fail?

each door latches securely in the closed position
b.
the driver’s and front passenger doors can be opened from both inside and outside the vehicle
c.
any other passenger doors can be opened from outside the vehicle."
This temperamental, and this morning was not working. I'll cancel the test and fix it before re-booking.
