Coming across ads like this:

What is the situation. Do they con you by scamming money out of expensive phone calls or the like or what really is the point?

They ask you to transfer the monies for the car (or a deposit) and they will deliver the car to you.

You sit waiting for your car....for a long time.

What I dont understand is ALOT of people must fall for it.

They come up so regular that if these scams didnt work they scum posting them wouldn't try.
