Replacement key for a 1996 SLK230?

The key fob to my mother-in-law's SLK has broken.
She has owned the car for 6 years and I am not familiar with Spanish car registration procedure, but lonmg story short:
The problem is she lives in Spain and has discovered the car has not been registered in her name and the local Mercedes Benz dealer (Marbella) will not issue a replacement without the registation document (fair enough and good practice).
However, the bloke she bought the car off has gone 'underground' and cannot be located to sort out registration document.
Right bugger's muddle.
Any ideas PH?
