Tyres ruubbing through the wheel arch Chimaera 93

Why could the front near side tyre eat through the wheel arch? Front and back although it is worse at the battery box it has gone right through.
Tyre size is 205 x 60 x 15 ZR which is correct for a 93 Chim. This size is no longer made so I am fitting a 55 aspect ratio Toyo which I hope solves the problem.
I am also fitting new springs/dampers and having all the rubber bushes replaced. Will this help?
It got through an MOT like this so MOT's are a waste of cash and misleading.
I will seal up the hole using Plastic padding to keep the water out
Any advice gratefully received.

Ride height to arches 625 front, 665 rear. I must also check height to chassis.
Funny thing is the wear on the arches is at the mid wheel height not further up so perhaps the 205 X 60 x 15 tyres were always a tight squeeze.
I am having the ball joints replaced, one piece top wishbones, springs, dampers, and all the bushes replaced. This should fix the wheels in space when the car is under duress.
It must be the damn thing is so worn it is a mechanism and the wheels are all over the place.
I have now changed the tyres to a 55 aspect ratio at the front and the rears have dropped from 55% to 50%. So the radius is down by 5% of 205 which is 10mm.
