Find a wheel picture that is as close to the same angle and light conditions of the wheel on the picture you want to modify. Adjust brightness, contrast and levels to get the colour matches as close as possible.
Resize the wheel image so that the radius of both wheels match as closely as possible (this will probably take lots of trial and error to resize it by the right amount, but remember to undo any wrong resizings before trying a new number - every time you resize you affect the image quality).
Then use a select tool to select round the wheel hub, leaving a bit of tyre round the edge, copy it and paste it into the main picture, and then position it over the wheel you are replacing and blend the edges so that it seems to match.
Job done!
