A sensible decision, or taking things too far?

The BBC says;
"Ministers may consider moves to ban young drivers in England and Wales from carrying anyone except family members as passengers, reports suggest.
Transport Secretary Patrick McLoughlin told the Daily Telegraph he was looking at ways of reducing road deaths involving newly-qualified motorists.
Insurers believe peer pressure on young drivers can lead them to take risks."
Does this seem like a good idea?
I suppose statistics back up the fact that young drivers do have the most accidents, and local newspapers seem to regularly have articles about the passengers of young drivers being injured/killed.
I suppose if cheaper insurance will come out of it then they may feel it's worth the sacrifice for a short time.
Got to say, I remember going out for a hoon with my mates, it was all part of the excitement of passing your test and growing up!
