mk4 mondeo tdci power issue

Dad's mk4 1.8 tdci mondeo is having running issues.
Has 64k on the clock, full service history.
When driving it will run fine, till it hits 2500rpm, then it splutter's and fades off, regardless of what gear or how much you plant the throttle. Going up hill's sees it slowing down as if there's no power at all being made.
Has been in a garage and they replaced all 4 glow plugs and wiring for them.
Garage also said if you disconnect a plug from air filter then it may be the cause of it, removal may help solve it. When tried, the car wouldn't start until the plug was reconnected.
The issue went away for a few day's but has come back again, normally it will rev cleanly past 4k.
Any idea's on what could be the issue?

Could be a split in the intercooler pipe. My uncle had a similar problem on his 1.6 tdci 06. Caused loss of power on hills.
Original garage have him a bill of ££££, got another opinion and they identified it as the pipe. Only cost about £30 for a new one.
