Lighting error resolved
Discussion
Turns out someone at some point replaced a diode with a fuse!
result - dip beam always lit when lights are on and consequently a main beam that was nigh on indistinguishable from dip. When checking the fuses previously I just replaced the ones which had blown or looked rough, never thought that one should not actually have been there!
If only i had known that 4 hours ago i could have just pulled the fuse out and put the diode in rather than chasing voltages around the car... still, at least its not raining in the garage and its now time for a massive bacon sandwich to celebrate having reattached the relay and fuse boards
