Problem with clear coat?

I have had my new car for approx 3 weeks and gave it a good wash yesterday in the sun and noticed the rear bumper was patchy and large areas dull.
I looked at it again this morning and was concerned I referred to google. It says that it may be a strike through caused by a machine buffer?
This may ring true as there is a scorch mark on my rear lights that I have gone back to the dealer with.
Can any detailers please comment on the attached link photos?

Sorry the photos are bad but just took them tonight in the rain with my phone.

thanks for the replies.
I was up in Mansfield today for a meeting and on the off chance I took it to PW Pro Detailing to have a look.
They have said it isn't the clear coat and has been cut and the dealer had forgot to polish.....
I have taken it back to the dealer on my way back today and they are going to sort it out for me.
It was just a panic in the sunlight on Saturday.
