Car history in NI

Hi all
After some advice - looking at a 2003 car that on the face of it seems fine. Full Dealer Service History, 1 previous owner, the current owner bought it Jan this year so only previous owner had it from 2003-2012....
However when doing a HPI check it showed 6 private plates between 2003-2007. The first 4 were Irish plates and so this flagged some alarm bells for me.
On the HPI report it also says "VRM recorded as previously used or registered abroad before first registration with the DVLA" does this line mean it is an import?
On the V5 (and HPI check) it says first registered in uk in June 2003, but says previous owner acquired vehicle in 2007. That previous owner according to V5 and HPI is only owner so therefore according to DVLA info what happened from 2003-2007! Some digging seems to suggest it was bought in UK mainland and went to NI - where it was registered with DVLNI? but when it came back to UK in 2007 it seems previous owners have been wiped clean.
Whilst i think the car is fine from the mechanical checks done it's the history that bothers me, i thought NI and mainland info was shared without issue yet previous owners dont seem to move across. Therefore what about accidents, finance etc could that be cleared as well in the process?
If i buy it the main issue disappears, the "1st owners" details go off V5 and it says 2 previous owners and nothing mentioned about 2007 date. But the line "VRM recorded as previously used or registered abroad before first registration with the DVLA" will remain for any future owners so slightly concerned what that will mean.
Any help appreciated - my plan is to ring the DVLNI or DVLA regarding this but not sure if that will get me anywhere or change anything.
