Focus ST-3 lacking in boost...

Having done a few searches on the Interweb I believe I may already know the answer but you know what it's like, nobody ever quite writes down exactly the symptoms you feel your car has...
So
ST-3 on an 07 plate, 90,000 miles.
Seem to be low on boost, more noticeable in lower gears as the turbo seems to have issues at around 4000rpm and above. Looking at the Turbo gauge whilst this issue happens it seems flick between full boost and about 50%, but tricky to spot exactly what it's doing as my eyes can only look in so many places at once...
Turbo does, however, kick in fine in 5th & 6th at the lower revs. Not getting any whining noises or anything, just a lack of power.
So, what are your thoughts...? And then feel free to recommendations of how and where to fix it... ;-)
