"Historic" vehicles

Idly browsing on Autotrader and came across a couple of minis that appear to be and are advertised as, historic vehicles.
They are taking the p!$$ though. I don't think you need to be a Mini anorak to see that they are much later shells bearing old registrations.
This example though claims to be a historic mini with a full service history! Presumably the history includes the date the chassis plates were transferred to a 20 year younger car.

Practically everything about this car "non 1963" and is clearly a rebranding excercise of a newer car using old ID papers. The differences are not even remotely close to even start a list.I should know as I own a genuine 1963 mini in surf blue

There are a number of classes as I see it:
cars that were designed for seat belts and had them fitted from new.
Cars which were designed for seat belts or were able to have them fitted but where not fitted from new (two classes if you like)
cars that weren't designed for seat belts
I've often wondered what the law is for each case. I think that if they were fitted when the car was sold retail then they have to be fitted.
